Current EU-Armenia bilateral trade relations are regulated by a Comprehensive and Enhanced Partnership Agreement (CEPA). This agreement has been provisionally applied since June 2018 and formally entered into force on the 1 March 2021.

Negotiations for the agreement were completed in February 2017. This agreement replaces the 1999 Partnership and Cooperation Agreement.

Trade picture

  • The EU is Armenia's fourth-biggest trading partner, representing 7.5% of Armenia's total trade in 2024.
  • The EU is Armenia's fifth-biggest export market, with a 4.7% share of Armenia's total exports in 2024.
  • Armenia primarily exports manufactured goods and mining products to the EU.
  • The EU is the world's third-largest source of Armenia's imports, with a 9.7% share of Armenia's total imports.
  • Trade in services with Armenia grew by 20% between 2022 and 2023, and showed a positive balance for the EU in 2023.  

The EU and Armenia

Armenia has been a member of the World Trade Organization since 2003. Armenia was included in the European Neighborhood Policy  in 2004 and in the Eastern Partnership in 2009.

The Comprehensive and Enhanced Partnership Agreement aims to further improve EU-Armenia trade by enhancing the regulatory environment for businesses. This includes areas such as:

  • services
  • establishment
  • operation of companies
  • capital movements
  • government procurement
  • state-owned enterprises
  • intellectual property rights
  • sustainable development

It also removes barriers in trade in services between the EU and Armenia.

The European Commission and the European External Action Service monitor Armenia's progress and shortcomings regarding the effective implementation of the 27 international conventions.

Committees and Dialogues

The EU and Armenia meet regularly to discuss issues and best practices and oversee the proper functioning of the Agreement.
